When Will The American Economy Begin To Re-Open?
Low COVID-19 Exposure States: May 1st Moderate COVID-19 Exposure States and Counties May 22nd COVID-19 “Hotspots” (e.g. New York): June 21st.

To move ahead with the reopening, communities must meet the following standards:
The incidence of infection is assessed “genuinely low.”
- A “well functioning” monitoring system capable of proactively detecting any increase in incidence” of infection.
- A public health system that is “reacting robustly” to all cases of COVID-19 and has surge capacity to react to an increase in cases.
- A health system that has enough inpatient beds and staffing to rapidly scale up and deal with a surge in cases. Note: the process of a managed state and city reopening will take much longer than 30 days: in fact, the Trump administration according to inside sources expects there will be “some level” of Federal Government oversight and involvement (regardless what Governer Cuomo says) until a vaccine is finally developed and deployed.
