The whistleblower in question, David Charles Grusch, a 36-year-old decorated ex-combat officer who served in Afghanistan, later worked at the National Geospatial-Intelligence Agency (NGA) and the National Reconnaissance Office (NRO). His tenure at the NRO included his role as the representative to the Unidentified Aerial Phenomena Task Force from 2019-2021, followed by a stint at the NGA as the co-lead for UAP analysis.

According to Grusch, these secretive programs have acquired partial fragments and entire vehicles of non-human origin for years. They possess unique atomic arrangements and radiological signatures that suggest their origins are not from this planet. Grusch asserts that these “UFO legacy programs” have long been hidden within various agencies without appropriate oversight.

Grusch has expressed to Congress that there exists a covert and publicly unknown competition to retrieve and exploit physical material from unidentified aerial phenomena crashes or landings. Materials from these non-human origins, he says, are in possession of classified programs whose details have been provided to the Inspector General and intelligence committee staff.

Jonathan Grey, an intelligence officer specializing in UAP analysis at the National Air and Space Intelligence Center, attested to the use of sophisticated sensors, including space-based platforms, to identify the otherworldly nature of these vehicles. Grey affirmed, “The non-human intelligence phenomenon is real. We are not alone. This is a global phenomenon.”

Christopher Mellon, with nearly two decades in the U.S. Intelligence Community, also reported that numerous insiders have shared explicit details about this alleged program. • “We are not talking about prosaic origins or identities,” said Grusch. “The material includes intact and partially intact vehicles.“
• According to analysis, the objects are “of exotic origin (non-human intelligence, whether extraterrestrial or unknown origin) based on the vehicle morphologies and material science testing and the possession of unique atomic arrangements and radiological signatures.”
• UFO “legacy programs” have long been concealed within “multiple agencies nesting UAP activities in conventional secret access programs without appropriate reporting to various oversight authorities.”
• Gorsuch told Congress of the existence of a decades-long “publicly unknown Cold War for recovered and exploited physical material – a competition with near-peer adversaries over the years to identify UAP crashes/landings and retrieve the material for exploitation/reverse engineering to garner asymmetric national defense advantages.”
• [M]aterials from objects of non-human origin are in the possession of highly secret black programs (the classified locations, names and other specific data of which were provided to the Inspector General and intel committee staff).
